Alexandre Amard is a Digital Transformation Specialist in the World Bank's Global Digital Government and Services team, based in Washington, DC.
He holds a Ph.D. in Information Systems from the University of Luxembourg's Interdisciplinary Centre for Security, Reliability and Trust (SnT), with research on the governance and public value of e-government and digital identity systems in development contexts.
With 15 years of experience in digital transformation, public sector reform, and international development, he has led digital government and identity initiatives for EU institutions, national governments, and international donors.
Before joining the World Bank, Alexandre was a Senior Manager at PwC, where he led digital government and identity-related initiatives for EU institutions, national governments, and international donors, covering digital identity, data sharing, cybersecurity, and interoperability.
His work spans foundational ID technologies, digital public service delivery, and institutional reform. At the World Bank, he contributes to the Digital Public Infrastructure work program across Africa and Latin America.
A French, German, and Luxembourgish national, he is passionate about inclusive, user-centric digital public infrastructure and committed to knowledge sharing and operational impact.
